If the Fans spin freely when you give them a spin they are probably OK. If there is resistance replace them. A faulty PSU can also cause it. Fluctuating power is no good for the motherboard. Good call with the PSU that is second on my list. I'd suspect a faulty capacitor either on motherboard or in power supply. Inspect caps on motherboard for signs of swelling or leakage.

I have gone to TechNet and read all about the common advice of just changing the shutdown options from "hybernate" to either close or shutdown, and I have tried those and none of them actually allow me to shut down the virtual window and Win XP.

I have tried about everything. Ctrl-Alt-Del on menu bar doesn't work either. I click it and it looks like it moves but nothing else happens. I did a Windows update and it prompted me with the usual "do want to shut down now or later" message and I naturally selected shut down there too, but system still will not shut down.

Nothing is frozen either.
